It's not release version 3.2 and there's a version history on the download page. Yes! I'm pleased to say that single-instance is in and working in my current build! So no more of those pesky problems. Doing so resulted in an error, and when I shut down the last opened application, it automatically unregisters the other (working) charles instance.
